Abstract: This paper documents that China's regional strategy of limiting chemical oxygen demand (COD) emissions in key drainage basins had no signi?cant impacts on total factor productivity of the regulated manufacturers during the 1998-2007 period. Our further analysis finds insigni?cant e?ects of the regulation on reducing ?rm's COD emissions and small impacts of emission reduction on output value of the ?rms. Speci?cally, a 1% reduction in COD emission would cause only about 0.01% decrease in output value of major COD-emitting industries. The ?ndings are robust across several speci?cations.
