何国俊， 2013年获加州伯克利分校农业与资源经济学博士学位，2013-2014年期间在哈佛大学公共卫生学院做博后研究，现为香港科技大学助理教授，主要研究经济发展、环境、人类健康之间的复杂关系等，他的研究成果发表于PNAS、BMJ等国际期刊，并获得了若干年度最佳论文奖。

Abstract:
This paper estimates the causal effect of environmental regulation on firm productivity in a regression discontinuity design implicit in China’s surface water quality monitoring system. As water quality monitoring stations can only capture emissions from the upstream, local governments are incentivized to regulate firms in the near upstream of a monitoring station, but not in the near downstream, despite their spatial adjacency. Exploiting this spatial discontinuity in regulation stringency, we find that water quality monitoring reduces upstream polluting firms’ TFP by 26.7%. We estimate that a 10% abatement in COD emissions will lead to a 1.73%–2.42% loss in TFP.
